II. THE GOVERNMENT ACTIONS
The employment issue assumes, in the context of competitive globalization, very complex contours, that constitute a great challenge for the Federal Government and for society. The objective of the governmental action is to increase the efficiency and the equity of the labor market.
The essentially structural character of the employment problem and the necessity of elevating the well-being of the workers demand a group of long-term strategies, whose success depends on the degree of consensus between the Government, workers and entrepreneurs, about the actions for dealing with unemployment, opening new job opportunities, and improving the welfare of Brazilian society.
In this sense, the Federal Government has been developing actions that aim at promoting employment and protecting labor and workers. These actions were designed for:
- assuring stability and desindexation of the economy;
- promoting regional and sectorial investments;
- investing in human capital;
- improving the public employment system;
- reducing labor costs;
- protecting the workers;
- reforming labor relations; and
- conducting negotiations with labor organizations.
