Resumo: Começa o artigo por uma breve explanação a respeito dos Direitos de Terceira Geração. Em seguida, trata das Organizações Internacionais Administrativas, com sua conceituação e dificuldades.

Em seguida, trata da diferenciação entre os conceitos de 'órgão de sujeito' e 'órgão de função'.

Por fim, trata dos conceitos de normas internacionais humanitárias, fazendo um breve histórico das mesmas desde a assinatura da Declaração Universal dos Direitos do Homem, pela Assembléia das Nações Unidas em 1948.

Conclui que em termos de produção legislativa, a busca pelos direitos humanos é satisfatória, com intenso desenvolvimento.

Abstract: The article begins by a brief explanation regarding the Third Generation Rights. After that, it deals with International Administrative Organizations, with its conceptualization and difficulties.

After that, it deals with the differentiation in the concepts of 'citizen agency' and 'function agency'.

Finally, it deals with the concepts of humanitarian international norms, making a historical briefing of them since the signature of the Universal Declaration of the Rights of the Man, by the Assembly of United Nations in 1948.

The author concludes that in terms of legislative production, the search for the human rights is satisfactory, with intense development.
