Abstract: In a scene of constant violence and disrespect to the human being, in middle of 20th century, it appears amongst the mechanisms of promotion and protection of the rights of the man, the Inter-American Court of Human Rights. Together to the Commission of Human Rights, the Court has for main purpose the interpretation of the disposals of the American Convention, as well as of the disposals of treated about the protection to the human rights in the American States, presenting, of this form, the solutions to the eventual controversies, besides nullifying existing conflicts.

This instrument of protection, little spread in environments where the necessity of if to accomplish, will be object of study of this article, directed for the understanding and the diffusion of its functioning.
